What shapes a re-roof in Tauranga
The exposure zone narrows your choices
BRANZ's 2021 Bay of Plenty study tested sites from Chapel Street, about 20 m from the coastline, to the airport, and found corrosion matched the NZS 3604:2011 zone map. It recommended no change to the zone C boundary along the coast from Waihī Beach to Te Puke. Closer in, you're likely in zone D, or E on a surf beachfront, and BRANZ notes that zone D needs grade 304 stainless steel for structural fixings other than nails and screws.
Homes from the boom years
Tauranga went from about 48,000 people in 1976 to 82,092 in 1996, so a lot of houses went up in those decades. If yours is from that era and still has its first roof, have it checked properly before deciding between a repaint and a re-roof.
Leaky-era designs need extra care
New Zealand's leaky homes problem centres on timber-framed houses built from 1988 to 2004, and their common features included flat roofs, minimal eaves and complex roofs. Tauranga was growing fast through those years. On a house like that, the junctions, parapets and flashings matter as much as the new sheets.
Wind is part of the design
Building Code clause B1 requires a roof to withstand the loads it's likely to face, wind included, and Tauranga Airport sees more strong gusts than any other Bay of Plenty station NIWA lists. Ask what wind zone the roofer has allowed for when they specify fixings and purlin spacing.
Does a Tauranga re-roof need a building consent?
Often not, if it's genuinely like for like. Schedule 1 of the Building Act lets you replace parts without a consent when a comparable product goes in the same position. It doesn't cover complete or substantial replacement of a part that holds the building up, or replacing a part that failed the Building Code's durability rules, for example by letting water in. Clause B2 expects the building envelope to last at least 15 years.
Councils read this in similar ways. Wairoa District Council says like-for-like re-roofing, such as new corrugated iron over the same purlins, doesn't need consent unless the cladding failed within 15 years, but changing purlins or the roofing system, say corrugated iron to pressed metal tiles, does. Tauranga City Council makes the call for homes in the city, so get the answer in writing. Our guide to building consent for a re-roof goes further.
If it does need consent, it's restricted building work, so an LBP must do or supervise it and give you and the council a Record of Work at the end. You then apply for the code compliance certificate. A consent lapses if work hasn't started within 12 months.
Contracts, asbestos and insurance
For larger jobs, the law requires a written, dated contract, and the roofer must give you the official disclosure information and checklist before you sign; you can ask for them on a smaller job too. There's no legal requirement to pay a deposit, and Consumer Protection advises paying no more than 10% if one is asked for. See written contracts and disclosure.
Older roofs can hide asbestos cement. Removing more than 10 square metres of non-friable asbestos needs a Class B or Class A licence; see asbestos roof removal. And tell your insurer before work starts: house insurance may not cover you during renovations, and your sum insured should include the new roof afterwards.
Roof area and pitch, the product your zone calls for, underlay, scaffolding, the consent and any asbestos work are what make one re-roof bigger than another. A quote worth comparing names the exact roofing product and its zone rating, the underlay and fixings, who applies for the consent, and what happens if rotten timber turns up once the old roof is off.
Questions for a Tauranga re-roofing quote
- What exposure zone is my house in, and is the roofing and every fixing rated for it?
- Does this need a building consent, and who applies for it?
- Are you an LBP with a Roofing licence, and will I get a Record of Work?
- Is new underlay included, and what product?
- When will I get the disclosure statement and written contract?
- What maintenance does the roofing maker require to keep the warranty valid here?
What we'd do before signing
We'd get the exposure zone and the consent answer in writing first, then compare quotes for the same product, underlay and fixings so they compare like for like. Near the water, we'd pay for the better-rated roofing now rather than save a little and face rust years early. Our national re-roofing page explains the job step by step.
